Consensus Mechanism

The rules by which a network agrees on one shared history.

A consensus mechanism decides who may add the next block and how disagreements resolve. Proof of work and proof of stake are the two dominant families. What any of them actually guarantees is agreement on ordering, not that the contents are true or wise.
